Is this safe? and whats the point? super sticky street tires? if so can’t you just buy super sticky street tires? is it just for the look of having hoosier slicks?

IIRC, it’s how the wet weather tires for F1 are made. Generally, treaded track-focused tires are way harder than Hoosiers. You can also use these at a track day (bro).

Those are old worn tires that have been purchased for cheap and are being “refurbished” for sale again. Not safe.
